To be ready for UAE e-invoicing a business needs a VAT registration (TRN), invoices produced from a system, clean customer data with TRNs, items mapped to tax categories, an appointed accredited service provider (ASP), a Peppol participant ID through that provider, credit-note discipline and record keeping, plus a named owner for the project.
